IN THE GLOBAL CULTURAL ENVIRONMENT

The modern Russian position in the international scale is referred to the requirement of leading of multi-vector inner policy as the necessary condition of the realization of the crucial internal transformation. In the UNESCO (United National Economic Scientific and Cultural Organization) this interaction of inner policy to the task of internal development is being represented particularly properly. Having made the choice for the good of the open society, Russia cares for the entrance quality of the world intellectual cultural space. Besides, it is concerned with the issue of the formation of the international space in the globalization epoch, being connected to the items of internal policy. Traditional fame and ideology neutral representation of the UNESCO in our country is directed to the possibility of involvement of the project realization of the extended intellectual and public force of Russia, uniting them around the universal moral ideal and the value. In this case, the main task is to support the native science, education and culture, as one of the most important factors of social-economic development and flourishing of Russia. Hence, the key advantage of Russia from the participation in the educational programs of the UNESCO is compiled from the fact that the UNESCO is the only international organization in the educational issues, in which the international community takes part. Other organizations either include fewer amount of member-states (for example, only the industrial developed countries), or deal with the narrow range of educational items (for instance, the World Bank is engaged with those projects, being directly concerned with development). Besides, the educational programs of the UNESCO provide the direct front access to the progressive methodology and to the experience of the other countries in the education field on the one side and to the opportunity of the Russian experience spreading in the other countries on the other side.

The major educational programs of the UNESCO include: the education strategy, the effective experience exchange, the program UNITWIN of the UNESCO departments, the net UNEWORK, the net of the system of the associated schools, the adult education. As for the educational strategy, its basis (until 2015) is invested at the Global Forum of education, having been accepted “The Dakar Action Frame”. At the thirty-second session of the UNESCO general conference the common basic education was regarded as the main priority of prospective development.

The main objective was the achievement of the educational aim for all the levels for the whole life span. Education has been contemplated as the background of the personality potential realization, being the important factor in the poverty fight and in the provision of the stable growth. In the given strategy the necessity of refreshing of secondary education, reforming technical and professional education is being underlined. In the sphere of higher education the main purpose is set in the approach enlargement, quality acceleration, contribution in the learning program evaluation. Particular attention (concern) will be paid to the issue of globalization influence upon higher education. Russia will gain the prospect of the UNESCO contribution of education quality acceleration and education system refreshing. The effort will also be directed to the providing of education, corresponding to the realistic requirement as well as of the separate people and the society itself.

Varied global conferences are held in the field of experience exchange. In this reference the International Enlightenment Bureau is aimed at holding the international conferences of minister level education the exchange of progressive experience four times a year in the area of education (the recent forty-sixth conference was set up at the fifth-eighth of September 2001). Under the UNESCO support in Russia five-six international conferences and seminars of varied educational issues are being held annually. In 2003 the greatest of them were: the International Student Forum of Linguistics (Kazan), the International Conference “Adult Education: the Global Communication” (Saint-Petersburg), the International Conference “Science and Education Integration in the Twenty-First Century” (Saint-PetersburgPetrozavodsck), the International Seminar-School “Education and Training of Specialists” (Makhachkala). The conferences, being held under the UNESCO support, provide the unique opportunity of Russia for clarifying the native approach to education with practice and experience of other countries.

The program UNITWIN of the UNESCO department is being regarded as the basic development form in the university cooperation and the affection in the increasing of the training quality staff preparing and the research work. In its range the international net of universities and department, accounting for more than 500 units of the UNESCO in 113 countries of the World, is created. All of them deal with experience exchange, teacher exchange, technology exchange in education in such spheres as the human rights, ecology, author privilege communication, preserving of natural and cultural heritage, etc. thirty-seven international departments of the UNESCO, having become the component of the global university cooperation, operate at the universities and research institutions of Russia. Eleven of them deal with the aspects of education: the department of the UNESCO “Technical Professional Education” and its sub-units work under the supervision of the International Centre of Learning Systems in Moscow, the department of the UNESCO, named “Ecological Education of Siberia” on the basis of the State Technical University in Barnaul, the department of the UNESCO, aimed at the items of humanism of training at the higher military educational establishments on the basis of the Military-Aviation Academy, named after Zhuckovscky in Moscow, the department of the UNESCO “New Information Technology in Education and Science” on the basis of the Kemerovo State University, the department of the UNESCO, named “Pedagogical Sciences” on the basis of the Russian State Pedagogical University named after A.I. Gertsen in Saint-Petersburg, the department of the UNESCO “Distant Engineering Education” on the basis the Saint-Petersburg State University of Air Space Vehicles, the department of the UNESCO named “Trainingand Supplementary Training of Specialists in the Field of Electronics and Information Technology” on the basis of the Moscow Institute of Electronic Equipment, the department of the UNESCO “Training and Additional Training of Specialists in the Condition of Market Economy” under the supervision of the Tatar Institute of the Business Contribution of the Tatar Academy of Sciences in Kazan, the department of the UNESCO “Plan Reciting and University Management” on the basis of the Ural State University, named after A.M. Gorky in Ekaterinburg, the department of the UNESCO “Policy Issues in the Field of Higher Education” on the basis of the Patrice Lumumba University in Moscow, the department of the UNESCO “Education in the Multi-National and Multi-Religious Society” on the basis of the Bashkiriya State University. Besides, the departments of the UNESCO have opened two hundred apartments (headquarters) and units in varied cities of Russia. International networks of inner university university cooperation and departments of the UNESCO represent the important and dynamically developing direction of involvement of the Russian educational institutions into the world infrastructure and into the market of the educational service.

The connection “Unit Work”, established in 1992 generalized the centres in one hundred and thirty-six countries and performs the propaganda of the extended practice in the area of professional-technical education and training, contributes to the experience exchange in this sphere, as well as alleviates the access to the information basis of data.

There exists some network of departments of professional-technical education in the range of Russian towns and cities under the support of the International Centre of the Training systems. This program represents the opportunity of the admission of the international experience in the reform sphere of the system of professional-technical education. Due to the actual essence of the problem of the professional additional training and reorientation of the youth the project “Unit Work” gains the particular importance.

The connection of the System of associated schools, founded in 1953, unites more than seven thousand establishments: kindergartens, schools, pedagogical colleges in one hundred and seventy-one countries. The issues under which the associated schools work are selected in such manner for concentrating attention on the major problems of the modern world. In Russia one hundred and thirty-nine educational establishments in thirty-seven federation members possess the status of the associated school of the UNESCO.

The International Connection of the associated schools of the UNESCO contributes to the development of the relationship of the Russian educational institutions with their foreign partners and helps in their independent participation in the global cooperation and the school exchange. The adult education was realized in the framework of the Fifth International Conference of Adult Education (Hamburg of 1997), having been compiled the recommendation range of the issues of training and additional training of the adult population for the whole their life span. In 1998 the Russian Association of Adult Education was created in Saint-Petersburg. Since that time all-Russian “Weeks of Adult Education” have been held annually. In 2001 the triple agreement on cooperation in the area of adult education was signed among the UNESCO Institute of Education (Hamburg), the Russian Association of Adult Education and the Commission on the UNESCO Affairs.
